Demands for improved security levels at various government
agencies worldwide are rapidly increasing. At the same time,
there is a need for stringent protection of personal identities.
In the US an extensive security directive, Homeland Security
Presidential Directive 12 (HSPD-12), requires all government
employees and contractors must begin using ID cards based on
smart card technology. By October 2007, it will be mandatory
for all US Federal employees to have smart ID cards and
biometric based PIV cards (known as Personal Identity
Verification cards) issued. The PIV card will form the basis
for all types of ID documents at federal authority level,
both in the civil and military sectors.
